Washington Democrats Propose Bill Limiting Parental Awareness of Student Sexual Assault Cases

House Republicans in Washington State are raising concerns about a new bill they believe could weaken a parental rights law enacted last year. Despite proposing over two dozen amendments during a House Education Committee meeting, none managed to slow down the progress of House Bill 1296.

Democrats pushed the bill forward along party lines, aiming to promote a “safe and supportive public education system,” according to the House Bill Report.

Critics argue that HB 1296 undermines Initiative 2081, a parents’ bill of rights established in March 2024, effective since June 6. This initiative allows parents and guardians access to their child’s academic records, medical information, and any safety or law enforcement issues at school. A King County Superior Court judge recently confirmed the initiative, dismissing a legal challenge against it.

During the committee meeting, Rep. Travis Couture suggested an amendment to clarify the term “gender expansive” in the bill. He explained, “What this amendment does is say the Legislature never intended to include things like xeno-gender, for example.” Couture emphasized parents should be informed if their child identifies as something like a cat or dog in school.

However, Rep. Monica Stonier, the bill’s sponsor, opposed the amendment, calling it offensive. She stated, “The suggestion that any child coming to our schools with reference to any gender expression or identity would be considered not human is offensive.”

Couture also proposed an amendment to ensure parents are immediately notified if their child is a victim of sexual misconduct by school staff.

“The underlying bill essentially states that schools can wait 48 hours before telling parents if their child was involved in any sort of sexual misconduct,” Couture pointed out. He stressed the urgency and importance of immediate parental notification in such cases. This amendment gained attention when the Trump administration highlighted it on Truth Social.

Rep. Lillian Ortiz-Self urged committee members to reject Couture’s proposal, emphasizing reliance on law enforcement guidance. Despite the Republican pushback, the committee passed HB 1296 along party lines. Couture expressed determination, stating, “The people of Washington are sick of this tyranny.”

Frustration was evident among Republicans, with Rep. Michael Keaton expressing disappointment over the rejection of all 25 Republican amendments.

“I was in a committee this morning trying to do my best to oppose the removal of Initiative 2081,” Keaton said, lamenting the lack of balanced debate. Washington State Republican Party Chair Jim Walsh criticized the bill’s supporters for misjudging public sentiment.

Walsh vowed to continue opposing policies that he believes undermine parental rights. “They have so miscalculated what people think,” he remarked, asserting that the Democrats’ approach is out of touch. As HB 1296 progresses, the debate over parental rights in Washington State’s education system intensifies.

Republicans are committed to challenging what they perceive as government overreach. They argue that measures like HB 1296 threaten to erode parental authority and involvement in their children’s education. The battle is set to continue as the bill makes its way through the legislative process.
