President Trump has ordered Tom Homan to Minneapolis to oversee ICE and coordinate with ongoing fraud probes as unrest follows a second Border Patrol shooting.
After a second fatal Border Patrol shooting and another weekend of protests in Minneapolis, President Trump announced he is sending Tom Homan to the city to assess ICE operations and local conditions. The move arrives amid a separate, large-scale investigation into alleged welfare fraud in Minnesota and growing scrutiny of public officials tied to the unrest.
The President made the announcement on Truth Social and placed Homan under direct supervision, stressing both toughness and fairness. Trump also tied the unrest to what he described as massive welfare fraud and raised questions about the finances of Rep. Ilhan Omar.

I am sending Tom Homan to Minnesota tonight. He has not been involved in that area, but knows and likes many of the people there. Tom is tough but fair, and will report directly to me. Separately, a major investigation is going on with respect to the massive 20 Billon Dollar, Plus, Welfare Fraud that has taken place in Minnesota, and is at least partially responsible for the violent, organized protests going on in the streets. Additionally, the DOJ and Congress are looking at “Congresswoman” Ilhan Omar, who left Somalia with NOTHING, and is now reportedly worth more than 44 Million Dollars. Time will tell all. Thank you for your attention to this matter!
White House Press Secretary Karoline Leavitt confirmed Homan’s role as a coordination point for investigators working the fraud cases. She said the goal is to connect federal enforcement with those leading probes so the full scope of alleged wrongdoing can be uncovered.
“Tom will coordinate with those leading the investigation into massive, widespread fraud that has resulted in billions of taxpayer dollars being stolen from law-abiding Minnesotans,” Leavitt wrote on X.
The administration framed Homan’s deployment as a response to threats against public safety and a means to bring accountability where local systems have failed. Supporters argue this is a commonsense step to pair experienced federal leadership with aggressive investigative work on the ground.
Homan has been outspoken about border and immigration enforcement, and his record makes clear he will press a hard line on security issues. Observers should expect him to focus on stopping criminal activity tied to illegal immigration while helping coordinate the fraud inquiries.
In an undated clip Homan said, “96 percent less people are coming. How many women aren’t being raped? How many children aren’t dying making that journey? How many women and children aren’t being sex-trafficked into this country every day? How many known and suspected terrorists aren’t just walking across that border?”
“President Trump and this administration are saving thousands of lives every month. Hard stop. That’s just a stone-cold fact. I’m just proud to be a part of this,” Homan said.
DHS Secretary Noem called the move “good news for peace, safety, and accountability in Minneapolis.” Her comment framed Homan’s arrival as a tangible improvement for local security amid protests and criminal activity.
“I have worked closely with Tom over the last year and he has been a major asset to our team— his experience and insight will help us in our wide-scale fraud investigations, which have robbed Americans, and will help us to remove even more public safety threats and violent criminal illegal aliens off the of streets of Minneapolis. We continue to call on the leadership in Minnesota to allow for state and local partnership in our public safety mission,” Noem wrote on X.
Officials are pushing for closer cooperation between federal agents and state and local partners to address both the immediate unrest and the alleged welfare fraud. The administration insists that combining enforcement and investigative resources will restore order and protect taxpayers while enforcing immigration laws.
Tom Homan’s assignment will place him at the intersection of immigration enforcement and financial investigations, with the authority to report directly to the President. As the situation unfolds, federal and state actors will be watching for signs that coordination on the ground produces concrete results for public safety and accountability.
