Michigan Man Charged In Million-Dollar Sports Complex Investor Fraud

A Michigan man faces federal wire fraud charges after prosecutors say he raised millions for a plan to build a massive sports and entertainment complex but redirected investor money to personal expenses instead of buying land or advancing the project.

Federal authorities announced a criminal complaint charging Kenneth Bardwell, 66, of West Bloomfield, with one count of wire fraud tied to his operation of Motown Sports Group Holdings, Inc. U.S. Attorney Jerome F. Gorgon Jr. and Jennifer Runyan, Special Agent in Charge of the FBI, were named in the announcement about the alleged scheme.

According to the complaint, Bardwell told investors their funds would be used to buy land and develop a multi-billion dollar sports and entertainment complex in Romulus, Michigan, and that escrow protections would return money if a purchase could not be completed. Investors reportedly put millions into the project based on those representations and the promise of escrow safeguards that would protect their capital.

Bardwell is accused of making little to no real effort to acquire the promised property and instead using investor money for personal and lifestyle spending. The complaint lists expenditures on gentlemen’s clubs, luxury retail goods, rental cars, and other lifestyle expenses for Bardwell and associates, rather than closing on land or advancing development plans.

The complaint emphasizes that the funds were solicited under false pretenses and that representations about escrow returns were central to persuading investors to hand over their money. Prosecutors say the pitch included specific promises about purchasing land and returning funds if the deal fell through, assurances the complaint now alleges were misleading or untrue.

Romulus city leaders say they never committed taxpayer dollars to the proposal and applauded the federal investigation once the allegations surfaced. “Most importantly, when the individual in question came asking for funds from our taxpayers, we said absolutely not… “Today’s news is ultimately disappointing, but we will not tolerate what appears to be an attempt to take advantage of Romulus and its residents,” McCraight said in a statement.

A complaint is only a charge and is not evidence of guilt. Trial cannot be held on felony charges in a complaint. When the investigation is complete, a determination will be made whether to seek a felony indictment.

Assistant United States Attorney Robert Moran is assigned to prosecute the case, and the investigation was led by the FBI Detroit Fraud and Financial Crimes Task Force alongside local law enforcement partners. The Birmingham Police Department and Bloomfield Township Police Department worked on the probe, with assistance from West Bloomfield Police Department, according to the announcement.

Authorities say they are trying to identify and contact anyone who may have invested with Motown Sports Group Holdings, Inc. or Kenneth Bardwell, or who might have information relevant to the investigation. The FBI is routinely the contact point in such matters for potential victims and witnesses who can provide documents or testimony.

The charges illustrate a familiar pattern prosecutors pursue in complex fraud matters: solicit large amounts of capital with grand plans, promise contractual or escrow protections, and then divert funds for unrelated personal use. If the government moves from complaint to indictment, the next stage will determine whether the case proceeds to trial on felony counts.
