Rhode Island Fugitive Ronald Fischer Nabbed, Brought To Justice

Rhode Island law enforcement, federal partners, and maritime teams worked together to capture a long-fugitive suspect at sea after intelligence pinpointed his location, ending a twenty-year run and leading to his transfer into federal custody.

Teams moved quickly to turn analysis into action and put maritime resources in position.

Investigators traced Fischer to a 56-foot sailing vessel named The Silver Lining, which had been registered under the alias Richard Graydon. Using a U.S. Coast Guard 45-foot Response Boat, Deputy U.S. Marshals and Coast Guard crews intercepted the vessel roughly one hour offshore. The boarding was executed without incident and Fischer was taken into custody at sea.

Fischer was arrested on an unlawful flight to avoid prosecution warrant after having been a fugitive since absconding during his criminal trial in 2005. He had been convicted in absentia of first-degree sexual assault after failing to appear for trial, and he remained wanted on charges including failure to appear, first-degree sexual assault, and flight to avoid prosecution. Authorities moved to ensure the warrant was enforced once his location was confirmed.

Following the capture, Fischer was transported aboard a Coast Guard vessel to Coast Guard Station Staten Island, where custody was formally transferred to Deputy U.S. Marshals and local law enforcement officials. That handoff placed him into the federal system for processing and eventual return to face the outstanding charges. The maritime transfer followed standard interagency procedures for arrests made offshore.

The successful apprehension was credited to a broad interagency effort that combined maritime capability with fugitive-tracking expertise. Agencies on the operation included the Rhode Island Violent Fugitive Task Force, the U.S. Marshals Service New York/New Jersey Regional Fugitive Task Force, the U.S. Marshals Service Southern District of New York, the Federal Bureau of Investigation, Rhode Island State Police, the Portsmouth Police Department and the United States Coast Guard. Each partner provided specific operational, investigative, or logistical support.

Intelligence work played a decisive role, with FBI analysts quickly processing leads and developing actionable information that narrowed Fischer’s likely whereabouts. That analysis allowed tactical teams to position assets and intercept the vessel at sea rather than risk losing the suspect again. The blend of analysts and field operators proved pivotal in converting a cold lead into a live arrest.

Deputy U.S. Marshals brought extensive fugitive apprehension experience to the boarding, while Coast Guard personnel supplied the maritime platform and seamanship expertise needed for a safe interception. FBI Special Agents and Task Force Officers supported the investigative and operational phases, ensuring legal requirements and evidence protocols were observed. Local police provided regional context and follow-up support once custody moved ashore.

The Rhode Island Violent Fugitive Task Force is a multi-agency partnership dedicated to locating and apprehending the most dangerous violent fugitives in Rhode Island and across the country. The Task Force includes personnel from the U.S. Marshals Service, Rhode Island State Police, the Federal Bureau of Investigation, and municipal departments such as the Providence, Pawtucket, Warwick, Cranston, Middletown, and Portsmouth police departments. That standing collaboration creates a persistent capability to pursue long-term fugitives.

With Fischer now in custody, federal and state authorities will handle the next legal steps, including transport and prosecution on the outstanding matters tied to his 2005 flight from court. The arrest underscores how sustained investigative focus and interagency coordination can resolve cases that span decades.
