Newly released ODNI documents show an FBI unit labeled reporting about the Biden family as Russian disinformation, a move tied to an operation called Round River that critics say read like partisan surveillance and defensive briefings that ended up in the press.
Documents and reporting paint a picture of an FBI Foreign Influence Task Force team in late 2019 gathering and marking confidential human source reports about Joe Biden, Burisma, and related Ukraine topics as potential Russian influence. The effort came after an FBI field office had possession of Hunter Biden’s hard drives, which complicates the FBI’s claim that it was simply doing neutral counterintelligence work. The timing and the internal posture described in the documents make this look less like neutral tradecraft and more like political triage aimed at a particular narrative.
People on the right have reason to be furious because the behavior described matches years of complaints about federal investigators acting like political actors, not impartial law enforcers. The files suggest analysts were pulling together derogatory CHS reporting and treating it as disinformation without giving the reporting the benefit of a fair, unbiased process. When a law enforcement agency starts pre-judging material that could be politically explosive, it undercuts public trust and the rule of law.
…the White House has released documents from the Office of the Director of National Intelligence (ODNI) showing that the FBI’s Foreign Influence Task Force-Russia (FITF-R) in December 2019, one month after an FBI field office took possession of the hard drives from Hunter Biden’s laptop, “unofficially formed a group of analysts who utilized internal systems to gather any all derogatory information previously reported by confidential human sources (CHSs) on Joseph Biden, corruption, and other Ukraine related-topics (known as, the ‘Ukraine Narrative,’) including Burisma, Hunter Biden, Mykolva Zlochevskay, Ukraine Interference in 2016 US Presidential election to red flag the reporting as Russian disinformation.” (Bolded text in the original document.)

The documents do not mention the Hunter Biden laptop, and flagging CHS reporting that originates with a Russian intelligence officer is not facially illegitimate counterintelligence. One senior intelligence official said they didn’t know if it was the same FBI group that was behind the Hunter Biden laptop official, and other senior officials did not respond.
But the documents make clear that the team not only assumed the claims were false but also that they were Russian disinformation, even though the FBI had, since December 2019, been sitting on the Hunter Biden laptop, which showed that much of the “Ukraine Narrative” involving influence peddling by the Bidens was, in fact, true. Even if the FBI agents on the Foreign Influence Task Force didn’t know about the Hunter Biden laptop, the entire premise of operation Round River was a plainly partisan abuse of powers.
And there are reasons to believe that this operation was behind a so-called “defensive briefing” that the FBI gave to the two Republican senators who were investigating Hunter Biden and influence peddling, which the FBI then leaked to the media. “The FITF-R team also provided defensive briefings to any Congressional member who obtained reporting related to any aspect of the ‘Ukraine narrative,’” says the ODNI report.
The White House also released a spreadsheet of the people the FBI viewed as a “conduit” of Russian disinformation. The sixth and seventh names listed are Ron Johnson and Chuck Grasley. Jim Jordan, the House Chairman who has also investigated, is number eight on the list.

In April 2025, Herridge, Alex Gutentag, and I reported that Johnson and Grassley had sent a letter to the FBI saying that Benavides and a colleague on August 6, 2020 provided “an unnecessary briefing on behalf of the FBI and Intelligence Community on matters purportedly related to the senators’ investigation into Hunter Biden.”
Our story focused on an FBI official admitting to House investigators that an FBI employee had inadvertently confirmed the authenticity of Hunter Biden’s laptop to Twitter on a conference call the morning of October 14, 2020.
The story also described text messages suggesting the FBI agents knew the laptop was genuine and not Russian disinformation. “I mean, as a special agent, as a criminal investigator, and what I know and what I do,” said an FBI agent, “I don’t know how they could have come to that conclusion regarding this laptop.’
Beyond the legal questions, there are plain political consequences. A spreadsheet that flags sitting Republican senators as conduits of foreign disinformation looks like targeting, especially when the same actors then hand off talking points or briefings that leak to friendly outlets. That sequence of events smells more like a political operation than a sober national security response.
People who care about institutions ought to be alarmed when federal agents act like party operatives. The documents here add fuel to a fire that’s been burning since other revelations about the FBI’s contacts with technology platforms and political actors came to light. If the agency treats reporting it dislikes as disinformation by default, we lose any pretense of neutral law enforcement.
This matters for elections, for congressional oversight, and for the next time an investigation touches a sitting politician. Citizens deserve an FBI that follows evidence and procedure, not one that appears to shield allies and hammer opponents. The Round River material raises real questions about whether the bureau respected that boundary.
For Republicans, the takeaway is clear: oversight and accountability are nonnegotiable. When investigative power is used selectively, it corrodes confidence in the whole justice system and hands the political advantage to those who already control the institutions. That’s bad for the country and dangerous for liberty.
