Embedded frustration runs deeper: roughly 15 to 20 Republican senators are seen as reluctant to force a showdown, preferring institutional deference over confrontation with Democratic priorities. That hesitation risks ceding the narrative and the rules of the game, because Democrats have repeatedly said they won’t hesitate to change Senate procedures if it suits them.
