Immigration and Customs Enforcement has opened a new tipline for the public to report suspected fraud tied to commercial driver’s licenses, part of a wider federal push to identify unqualified truckers on American roads after a string of fatal crashes involving illegal immigrants.
ICE’s Homeland Security Investigations division announced the tipline Tuesday. People who suspect CDL fraud can call 866-347-2423 to report it.
The tipline follows expanded efforts by the Department of Homeland Security and the Department of Transportation to find illegal immigrants and other unqualified drivers behind the wheel of commercial vehicles.
DHS says it has identified cases of illegal immigrants who obtained CDLs in California, Massachusetts, New York and Pennsylvania before being involved in fatal crashes or arrested on other charges.
“Too many American lives have been lost or permanently changed because illegal aliens who have no business being on our roads have been granted CDLs,” DHS Secretary Markwayne Mullin said. “ICE and our federal partners, including the Department of Transportation, will be cracking down on CDL fraud so that not one more American life is lost to a reckless illegal alien behind the wheel of a semi-truck. You can help save American lives and make our roads safer by dialing ICE’s new CDL fraud tipline today.”
Cases Cited by DHS
DHS pointed to several crashes it says illustrate the problem. In July, Michael Bon, an illegal immigrant from Haiti who had been granted a CDL by Massachusetts, allegedly caused a semi-truck crash that killed a Pennsylvania State Trooper.
In February, Bekzhan Beishekeev, an illegal immigrant from Kyrgyzstan who had been granted a CDL by Pennsylvania, swerved into oncoming traffic in Indiana and caused a head-on collision that killed four people, according to DHS. ICE arrested him that month.
In Oregon, Rajinder Kumar, an illegal immigrant from India who had been granted a CDL by California, jackknifed his trailer in November 2025 in a crash that killed a newlywed couple, DHS said. The department said ICE arrested Kumar in April 2026.
In Florida, Harjinder Singh, an illegal immigrant from India who had been granted a CDL by California, made an illegal U-turn in a tractor-trailer in August 2025, causing a crash that killed three people, according to DHS.
Part of a Wider Crackdown
The tipline adds to a broader federal effort against commercial trucking fraud. In August, DHS said the second wave of Operation Highway Shield removed more than 800 truckers from U.S. roads over three days, including 51 illegal immigrants.
A separate three-day operation in Oklahoma in October 2025 led to the arrests of 120 illegal immigrants, 91 of whom were operating commercial vehicles with CDLs, DHS said.
DHS and DOT have also been examining CDL schools nationwide for fraudulent or illegal practices as part of the administration’s broader effort.
