Stockton Council Candidate Arrested For Voter Fraud Five Felony Counts

A Stockton city council candidate was arrested on five felony counts tied to alleged voter registration and candidacy fraud, prompting a criminal complaint after investigators say she used fake addresses to appear eligible.

A Stockton candidate, Desiree Lynch, was arrested and booked on five felony charges tied to voter fraud and false filings, county prosecutors said. The San Joaquin County District Attorney’s Office announced the charges after a public corruption probe led by investigators and the sheriff’s office.

Prosecutors say the case centers on alleged perjury and false statements in voter registration and candidate paperwork. The formal complaint lists specific dates and election-code violations that span from late 2025 through August 17, 2026.

Investigators with the San Joaquin County District Attorney’s Office say the probe was triggered by a referral from the San Joaquin County Sheriff’s Office after the June primary. That team says it carried out a detailed, six-week investigation before filing a criminal complaint and obtaining an arrest warrant.

The DA’s office alleges Lynch actually lived in Lodi and parts of North Stockton that fall inside City Council District 1, not District 5 as she listed. Officials say that mismatch is central to the charges because residency determines eligibility to run for a specific council seat.

According to the complaint, Lynch listed two addresses in Stockton that investigators say were fraudulent, including an address tied to a business on E. Charter Way and an apartment on E Oak Street. The filing claims those addresses were used to create the appearance of residency and to qualify as a candidate.

“The integrity of our elections is the bedrock of our democratic process, and we must ensure that every election is run fairly and without fraud. By her continued deliberate acts, Desiree Lynch is robbing the voters of Stockton of a valid choice for who should represent them on the Stockton City Council. The constituents of this community deserve a representative who actually lives in their neighborhoods, not an opportunist manufacturing a fake address to cheat the system.”

Lynch was taken into custody and booked into the San Joaquin County Jail on $100,000 bail. Prosecutors note that if convicted on all counts she faces up to six years and eight months in state prison under the combined statutory penalties.

Her next court appearance is scheduled for August 20, 2026, at 1:30 PM in the San Joaquin County Superior Court. That date will determine whether the case moves forward to trial or if additional hearings and motions are set by the court.
