Federal Judge Gives Chicago Operator Four Years For $2M PPP Fraud

A Chicago man was sentenced to four years in federal prison after authorities say he ran a scheme that produced more than $2 million in fraudulent COVID-relief loans tied to the CARES Act and the Paycheck Protection Program.

Federal prosecutors say James Townsend organized, submitted, and taught others to submit false loan applications under the Paycheck Protection Program, generating millions in proceeds. The scheme allegedly involved fabricating sole proprietorships and falsifying payroll and revenue figures to secure funds meant for struggling small businesses.

In 2021, Townsend is accused of submitting or causing the submission of over 100 PPP applications on behalf of dozens of supposed sole proprietorships. Each application, prosecutors say, included false statements about the number of employees, gross revenues, and payroll expenses to make the requests look legitimate.

Investigators found the applicants did not actually operate the businesses they claimed, did not employ the people listed, and did not incur payroll or other operating expenses indicated on the forms. For each successful loan, Townsend and his co-schemers allegedly received kickback payments from the people listed as borrowers.

Townsend pleaded guilty this year to federal wire fraud charges. On June 24, 2026, U.S. District Chief Judge Virginia M. Kendall sentenced him to four years in federal prison and ordered full restitution to make victims and taxpayers whole.

Townsend reportedly recruited and directed co-defendants Sarah Stokes, 37, of Crestwood, Illinois, and Amanda Heller, 40, of Crestwood, to locate putative borrowers and submit fraudulent applications, then divide the proceeds. Stokes pleaded guilty and was sentenced in November 2025 to 18 months in federal prison, while Heller’s sentencing is scheduled for October 28, 2026.

The U.S. Attorney’s Office for the Northern District of Illinois, led by Andrew S. Boutros, announced Townsend’s sentence with officials from the FBI’s Chicago Field Office, including Acting Special Agent-in-Charge Lucas Rothaar. Prosecutors also credited valuable assistance from the Illinois Attorney General’s Office during the investigation.

Assistant U.S. Attorney Adam L. Rosenbloom wrote in the government’s sentencing memorandum: “Defendant’s crime was serious,” and added, “He defrauded the government of millions of dollars meant to help regular Americans survive a once-in-a-lifetime pandemic.” Those lines were central to the government’s push for a meaningful sentence and full restitution.

That move dovetails with a broader, administration-led effort to eliminate fraud, waste, and abuse in federal benefit programs, reflecting a priority on tough enforcement and accountability.

The case underscores that pandemic-era relief programs, designed to protect workers and small businesses, attracted criminal actors who exploited urgent aid systems for personal gain. Federal prosecutors have emphasized that robust investigation and prosecution are necessary to deter future abuse and restore faith that taxpayer-funded programs serve the public as intended.
